Handicap doesn't apply in teamed multiplayer

Players form teams by selecting the same color.

For each players that form teams, there are that many AI which handicap DOESN’T correctly apply (reverted to 100%).

Here’s the steps to reproduce the issue:

  1. Create a lobby with 2 or 3 players forming teams.

  2. Make it a 3v3 against AI (extreme difficulty, with handicap 140%).

  3. Start the game.

All AI handicap should be correctly applied. For example, their villager HP should be 25 x 1.4 = 35 at the start of the game.

Game 1 (2 groups of 2 players selecting the same color)

P2, P3, P7 is set to 140% in the lobby.

In game P7 is 140% (correct). P2 and P3 is only 100% (bugged).
