If harbors are placed in scenerio editors without researching Thalassocracy the harbors don’t build ships but shoots arrows. Regular docks do build ships. After researching Thalassocracy the harbors can build ships.

Here’s the steps to reproduce the issue:

  1. Go to scenerio editor
  2. Place harbor without researching Thalassocracy
  3. Try to build ships

Harbors should ALWAYS be able to build ships.
