:point_down: People over pop their vills using the age 5 , this happen I an lot a treaty games, in order to create a giant eco, the max vills are 99 and with this the vills don’t respect the cap that is 99…

Here’s the steps to reproduce the issue:

  1. Make TC
  2. spawn 99 vills
  3. age up to age 5 with 20 vills

:point_down: * the vills should respect the cap of 99 vills and should not spawn, until the player have cap for that, get on hold as many other things in game*

This is intended game mechanics. A couple civs can achieve over pop vills and they are balanced towards it.

Incas More 4 vills
aztecs you have a card that give you 10 vills but you cant use, even if you have 98,
so need to have a balanced, and not just one or other

Cards are a little different than age up or big button mechanics. As far as cards working as other cards work it is consistent. Age ups and big buttons have their own set of rules which is why this works the way it does.
