Sometimes after placing the dock foundation, the discovery travois does not build the dock, instead dancing around

Here’s the steps to reproduce the issue:

  1. Play as Hauds on a water map
  2. Use your discovery travois to build a dock
  3. Observe that the travois does not build the dock
