High Trade House bonus gold not working if within influence of a hunting cabin with no trees

Steps to reproduce:

1. Build a hunting cabin with no trees nearby.
2. Within the influence area of this hunting cabin, build a High Trade House.
3. Notice how the High Trade House provides much less gold than expected.
