Maybe. It only benefits matchups in which BBC already has advantage.
Taking 7 more arrows from FU arbalester still makes them pretty meh as “gunpowder civ” (except their HC) – 2 more arrows than Turk BBC. Against 11+ attack units like HCA they are still worse than Turk BBC in tankiness regard.
My combination is also a slight nerf to their HC though – with losing ring archer armor.
Same can be said about any civ, right? Why do Chinese and Mayans still have 60% winrate? And Incas or Malians? It’s not small sample size as well. Hindustanis is objectively weak. They were S tier but not A or even B tier today.
