When shipping units they walk through the home city. This is normal, only possible issue would be how low it flies, but honestly it’s impressive that they have it moving through. I think upgrades have a guy with a book or something and crates have carts that walk through.

This isn’t a bug, since as kingfisher mentioned above it’s normal to see units, but instead it’s awesome! There’s probably only a few people who have ever seen this, since almost no one sends advanced air balloon, and almost no one watches the home city long enough to see this in Age 4
