AOE3 Wars of Liberty mod and AOE4 have different timelines:
AOE4: 400-1600 The franchise goes back to the middle ages.
Wars of Liberty: 1700-1900

I prefer if most of these civs do eventually comes in AoE 3 DE rather than for AoE 4.

Problem is, AoE3 faction concept isn’t so good compared to AoE2.
