There are two different screens you have to go to. (IIRC.)
On the main menu:
1: Single Player.
2: Load Game.
3: Saved Game/Replay Tabs at top.
4: Delete as needed.
Then, there is MP.
1: Multiplayer.
2: Restore Game.
3: Delete as needed.
I deleted but it still gets 93%
Actually I haven’t deleted the saved games, I just did, deleted everything and also all recorded games
It’s still 71.99% I want to make it 0%

Hmm… If those did not get it lower, I am unsure what else there is. (Maybe things like profile, hotkeys, etc. You can manage those in options I believe…)
…Oh, maybe try turning off the setting in the games properties? (Right Click Game in Steam, Properties, General, Steam Cloud Toggle.) That is an option I suppose…
But otherwise, I dunno what else will lower it.
edit: After deleting all my saved data, mine is at 0.02%. Dunno what to tell you sorry. 
It might be old, unreachable files, at least not accessible via the game. Are you on Steam?
