How do I reset homecity back to level 1

I wanted to reset my progress on my homecities back to level 1 due to a mod that was bugging the game. I tried to delete the files but keeps coming back through cloud on Steam. I was wondering what to do. Thank you

Do I have to disable the cloud? I did what you said and it keeps loading the current saved games.

Of cause you need to disable cloud saving, otherwise the game will always synchronize the files from the server to your PC.
