I take it you are referring to participating in the closed beta test for Age of Empires: Definitive Edition. You can sign up here. In a few days you will receive a survey which needs to be completed in order to participate in the closed beta. Once you complete the survey the Age team will be selecting participants. Here is a quote from @Plus2Joe which explains how participants are selected.

AOE franchise were the first games I ever played as a kid and my first contact with a PC. Once I ran the AOE2 HD on steam and saw this participation I instantly wanted to help. Can’t wait!
