I noticed in one Unknown game that if you research gun running in your native embassy, if the embasy alredy is holding many native warriors, some kinda disapear frrom the things you can access.

So the UI has 18 slots in total, 6 per row.
Except, it’s not 3 rows, internally there’s about 10 different types IIRC.
DE implemented systems to make techs/units forcefully appear in a specific slot, but before that techs would just show up in the closest available slot to the right.
If too many are available, even shadow techs, things would get buggy.
Unknown probably has some legacy code that provokes this.
