HRE Masteries: Fleet of Foot issue

I’m unable to complete the HRE Mastery “Fleet of Foot”. It seems that a recent update which made a change to Marching Drills, moving it to a civilization bonus and no longer researched, may have broken this related mastery challenge which requires researching the Marching Drills tech and building 30 infantry before reaching the imperial age.

Am I missing something or is this an oversight/bug? How can I complete this mastery challenge currently?

Just make the infantry, no need to research marching drills now.

This is innacurate has not functionned on steam. Tried three games in a row and has not functionned. I have even tired producing troops from the archery range or the bulgrave palace landmark.
