Human and hero units active ability hotkeys don't work when combined ability menu is disabled

Issue:

None of the human or hero unit active ability (green outline) hotkeys work while the setting for combined ability menu is disabled. i.e. Jaguar Rider jump ability can’t be used by pressing Q, shift + Q, or alt+Q

It is not affecting myth units.

Trigger Event:

turning on the combined ability menu fixes it, but it is not my preference.
