Restarted pc, reinstalled steam, uninstalled game with revo uninstaller, deleted the documents folder of the game… i think its server sided problem. please help.
Same thing is happening to me! I have downloaded the DLC and when I launch the game the new civs are all still locked…

Maybe i will try in te future if the devs garantee my acess to that content, ill be around to ask before purchasing what could be the problem.
i bought it again and its working case closed 
@Rendonski you can try it i opened the way for you.
It works fine on one Xbox, doesn’t work on the other, doesn’t appear to be working via game share so I had to buy it twice. Expansions worked fine on aoe2 so I dunno
