While one might argue the Abbasid Dynasty is in a much better place after reworking Trade Wing into Administration Wing, I don’t think many folks would challenge the idea that the Culture Wing is still, I won’t say worst, but most niche pick in most situations. The only technology present in the Wing that is undeniably good is Preservation of Knowledge, while Algebra and Public Libraries are either too-little-too-late or underwhelming in performance.
Below is a short short proposal I made up in GIMP, though I’ll also provide a short explanation after to justify my line of thought.
Only half of the Wings have an incremental bonus upon aging up later, which is why I thought the Culture Wing would do best if the player could decide to save it for a greater discount as their build needs.
Algebra is actually alright in its current functionality, but it is simply too expensive and comes too late in the match to be really impactful on the Abbasid player’s economy.
Preservation of Knowledge would serve as a supplement to your Culture Wing bonus while also tying in its technological advantage with the Golden Age progress, allowing for the player to work toward it while not needing to keep every building connected to the House of Wisdom to work on it.
Public Libraries’ current function isn’t all that bad actually, but I figured would be either a good supplement or replacement for the lost technology research speed that was removed when the Abbasid Golden Age was reworked recently, while also serving as a late-game pacing bonus.
As for the addendum at the bottom, I thought it’d be an interesting mechanic to merge and then split the effects of Fresh Foodstuffs and Public Libraries into a tiered technology that replaces Textiles, serving as a two-pronged ability that scales your villagers substantially in both Feudal and Castle Age, similar to the two-tiered hunting technologies for the Jin Dynasty.
Numbers here are by no means definitive as it was basically made up on a random evening a couple weeks ago and only just put together on a sheet to share, but hopefully gets across what I believe Culture Wing could be.
