The Countdown timer for Victory by Wonder under standard victory conditions stopped appearing a couple of weeks ago. Is it time to submit a bug report?

Have you tried reinstalling/verifying the game? Before reporting bugs it is advised to check the installation folder for corrupt files.
Besides that you can try playing custom games via Return of Rome (through Age of Empires II: Definitive Edition).
