In south america at least from my experience people mostly play old games. The country I currently live in it is very rare to have a laptop/pc in the house and if you’re 1 of the very few that has 1 then it’s most likely a potato.
So people in general are pretty restricted as to what they can play and in many cases aoe2 de is probably the best game they have access to and can still play easily. South america alone probably makes up a huge portion of aoe2’s playerbase and is something that is very unlikely to change because unless the economies change and the norm is to have your own pc that can play the latest games then people will remain playing old games in some cases certainly down to the fact they have no other option.
It’s the main reason I think it’s quite pointless to try and move aoe2 players to aoe4 because for plenty of them it’s not a possibility at all.
