ID assigned to newly placed units increased by saving (Scenario)

Issue:

When in a scenario, if you save, the next ID a newly placed unit gets is increased. Everytime you save - even if nothing has changed

Reproduction Steps:

  1. Read scenario unit ID (example: 12)
  2. Save scenario 10 times without changing anything (spam: CTRL+S)
  3. Place new unit and read ID (example: 22)
