Well what I dislike the most about rebellions that most Workers turn into soldiers, which kills the economy.
Maybe by Cossack rebellion let workers stay workers? So you have an unique mechanic.

I think quite a few folks, including myself would hope to see Cossacks as a rev civ in one form or another. It’s one of the most famous uprisings from the PLC and a Cossack Hetmanate style civ would be rather fun.

Most rev civs have some way now to get restart their economy.
