Burning oil, siege workshop techs, relevant blacksmith + university techs apply.

Well, Tower of the Sultan is somewhat similar to your idea, but in the end, it is rarely seen in the game.

Sounds like the Tower of Sultan needs a buff like adding emplacements and arrow slits per garrisoned unit.
