Could be 1v1 or any other scenario. Starting in Feudal, there would be three rounds (Ages 2/3/4). Winner is best of 3.
Each round has a predetermined set of resources that must be acquired and landmark built. First civ to do it wins that round. Every round is a fresh start with everyone beginning the same way (number of units, resources, etc.)
Players could opt to focus 100% on economy to achieve victory or balance it with spending resources to attack the opponents.
