The Dutch were not an organized kingdom is this era. Even worse to include Dutch, Flemish, Guelder and Frisians as separate civs. Thatās like 3K on steroids.
We got the Burgundians as a stand-in for the Dutch.
Carrack is already a generic unit. If you want to make them regional, another generic equivalent is needed for the new water balance.

True but franks were representing burgundians not too long ago and teutons are mainly HRE.With the new ships coming in we do have tech tree spaces that could be filled with seafaring nations like Dutch now.
We could have the Frisians as representatives of the native Dutch people. The Burgundians primarily represent Belgium other than obviously Burgundy.

My Boyar design will perform in between generic and Teutons Knight in almost all situation. Against melee units, they are better than generic but worse than Teutons. Against ranged units, despite having 10 less HP, they will be almost identical to Teutons as they will have husbandry and cost a bit less. (10 less food for 5 more gold is a better deal in castle age).
Similarly in Imperial, Elite Boyar are better than generic Cavalier but worse than Teutons. In Imperial, 80 gold is a concern. So they will have 3 PA like Paladin. This will make their performance against ranged units in between a generic Paladin and a generic Cavalier.
Plumed Archer could be turned into a regional if Chontales and Kiches are featured.
Jaguar Warrior⦠dunno. I would prefeer another regional macuahuitl warrior instead, similar to Champi for Aztecs, Zapotecs and Tlaxcaltecs.
Obuch could be renamed and being a regional unit for Eastern Europe civs.

Burgundy did not control Friesland at any point in itās history; it controlled modern day Belgium (Flanders and Wallonia) Holland, Utrecht, and Gelre (Dutch) at itās height. So, to explain further, what Burgundy represents are the Frankish/French influenced Frisian populations that diverged over centuries of Frankish rule.

Open the floodgates introduce beguines as a regional holy unit. Maybe a faster moving healer who can grab relics but cannot convert.
I think itās too generic for even that, Iād rather it become a regional replacement for the crossbowman upgrade (available to the Meso and South American civs).
I was worried standard American armies were too mobile for their non horse weaknesses. A fast durable archer standard to the ranges would fix my fears⦠although it would be nice to see some civs lack the elite upgrade

Plumed Archer fits perfect with central american aesthetics, but only for Maya related civs: the og Maya, Chontales and Kiches. Maybe, just maybe for the Aztec related ones like Zapotecs and Tlaxcaltecs as well, but I would only prefeer for Mayas.
This unit is more of a cavalry archer than a regular one so archers turning into CA is not a great idea.
You can just twist the stat. Both EA and Slinger got some significant stat change when they become regional. Although Iām not sure how can we make them viable since both Berbers and Spanish have some of the best CA UU in the game. Portuguese may have a good use if Genitour replaces regular CA and they cost gold. You will have another option outside of castle drop into OG.
Spanish are already the only civ with fully upgraded trash units and a wide-open tech tree. Adding the Genitour would be way too much.
This would also reduce the appeal of playing as the Berbers. What makes a civ appealing is not only what they have, but also what they can do that others canāt. Sure, they are a team unit, but they still require the presence of Berbers. As for Boyars, Bulgarians already have Stirrup Cavaliers.
