The enemys will need be intelligent to answer, what they want to accept the alliance and to they ask for themselves.
i think to that if they want a game mode with neutral teams, they have to improve diplomacy. And I’m sure they will, just because the old features are realle outdated.
i’d find it cool, if you could take a toll from somebody in exchange for 10 minutes of armitice for example
