Would you rather have Inca villagers lose attack to allow UT fabric shields to give +2/+3 or keep it the way it is? It would make their villagers less likely to win villager fights which most people complain about. It would give their eagles more of a chance to win melee fights since they have the worst eagle warriors of the 3 American civs.
