Incorrect Scout tabs after RoR

Several campaign scenarios where the Byzantines have been replaced by the Romans have wrong information on the scout tabs. eg. Attila #5 mentions that the blue player has access to Cataphracts

Here’s the steps to reproduce the issue:

1. Play any of the campaign scenarios with the Roman civilization
2. Check the scouts tab
