As shown, when as India trying to send “Hire 17 Chakrams”, it spawns the 1 villager but does not spawn 17 Chakrams. Interesting to note that “Infinite Hire 11 Chakrams” does work, but the 17 Chakrams does not.

Yea, it doesnt spawn the 11 Chakrams as intended and only spawns the 1 free villager.
Its clearly a bug.
Devs clearly need to revisit Asian Civs.
