“2 Surgeons” gets disabled if you send it, break alliance with British, then re-ally with the British. The space appears blank and only 4 Spies and 5 Petards are available.

  1. Start game as India
  2. Make a Consulate
  3. Ally with the British
  4. Send “2 Surgeons”
  5. End Relations at Consulate
  6. Ally with British again
  7. Observe, the “2 Surgeons” are now missing

“2 Surgeons” should always appear in the Consulate.
