is there a way to deactivate the ingame “mouse-over info boxes”?
Yes. From main menu go to Options -> Settings. Change roll-over help to fixed (or off).

Disorientated at most. Very common these days. 
Good news! As of Update 10, this has hopefully been addressed:
- Roll-over tooltips no longer impact the game’s performance on lower-end machines
If that is not the case, let us know and we can take another look!
