Hello friends.
I purchased this game 2 years ago when i was on a trip. since then steam rules changed and i couldnt refresh my location. i purchased last 2 DLC without any problem but now i cant access DLC page it seems it is unavailable for steam users with Russian region in their steam settings. (at least for now)
can anyone help me?

You are basically asking us to help you somehow get past the sanctions placed on your country. You’re probably going to have to wait several years or decades before it’s released legally when the sanctions are lifted.
Well, it might be the fact it doesn’t release until the 28th.
But it isn’t their country. By the sound of it, they were in Russia when they bought AoE2, so the game/Steam thinks they live there.

Only thing you can do is get a VPN and change your digital region I guess.
I’ve heard that Russian users can be gifted the DLC by people who aren’t Russian, so you could always use an alt account or ask someone else to help you.
I wonder how this affects Russian pro AoE2 players actually. Is Vinchester going to be at a disadvantage if he cannot get new civs? Though maybe he can be gifted the DLCs, idk. 
And this is more than likely a blatant lie. If anything if you aren’t in Russia it’s very easy to refresh your location to your true location
On topic, the issue OP talks about sounds familiar to me. I went to Russia once and parts of my Android have been in Russian ever since, and I can’t change it back.
For example, Google Maps loading through a plugin on a website has everything in Russian/Cyrillic. Normal Maps is fine.

Its not just Russia, people in Iran, Syria and North Korea also can’t buy the game legally. I mean you might think its unfair but the way I see it its a small price to pay for perpetrating war crimes and rape and mass murder of civilians in neighbouring countries. If OP has any issues maybe they can write a letter complaining to the Kremlin who are responsible for their gaming rights being taken away.

I’m russian and never support Putin and war. When we got unfair election I went on the protest.
This game and this community is much more than a simple game for me. I start playing Age of empires in 1999 when i was a school boy. The Conquerors expansion release make me so hyped. I was hoping someday we get another one expansion. I always played Age of empires 2 next 10 years. And start following all esports scene in 2014, right before the African Kingdoms release. And every DLC, every good news about our beloved game makes me so happy.
Last two month I live in Georgia…
(In this post I would not say how much I want the next DLC to be a Caucasus one, because Georgians and Armenians had very cool architecture and intresting middle age history, oops I just did it)
So I can switch my steam account to georgian, cause in Russia you can’t buy Age of Empires games anymore. But now I can’t pay because I only have russian bank card. It’s sad that I have a base game, all Dlcs and can’t buy a new one.
It’s just a old time Age fan thouths with the love letter to our community from all around the world, really happy to be a part of it.
Once again: it’s not comparebale to what suffering brings the war and I don’t support it in anyway.
And the most stupid thing is that you can buy RimWorld with all Dlc in russian stream or any other game.
But you can’t buy Age of Empires, a game about history! If all russians learned history better we might not have such problems nowadays.
