Is there a reason religious units don't have seek shelter key command?

as a holy roman empire enjoyer seek shelter is essentially useless unless i’m ok with just leaving my prelate behind to die to save my vills, just curious if there’s a reason they don’t have the command option?

Seconded. It’s an issue for with all civs. The problem is that scholars, prelates, imams, etc. are treated as military units so they don’t auto-garrison. The Chinese officials are handled better and they do have the option.
