Italy does not have access to Incendiary Grenades in the Arsenal despite being able to train grenadiers by without a card.

Here’s the steps to reproduce the issue:

  1. Play as Italy

  2. Make an arsenal

  3. Notice the tech is missing

Italy should have access to Incendiary Grenades by default to be consistent with the other civilizations that can train grenadiers by default.
