To reproduce: select Japanese, start a skirmish, choose map to be Vinlandaga, and you will see no transport ship around the starting island.

This also applies to Team Migration. I can’t think of any other maps that start the player off with a transport, but if there are, those should be checked as well. This is still true as of v.100.18.56738.0 (581026R)
