Kronos Time-Shift not working with building orientation/rotation

Issue: When placing a building for Kronos Time-Shift ability, it is not possible to change building orientation (compared to structure build placement)

Trigger Event:

Building placement during Kronos Time-Shift

Repro Steps:

1. Select a building for Time-Shift
2. While building placement is active, try rotating the building using shift+mousewheel
3. No rotation is being applied.

Relatedly: attempting to Time Shift a building which has already been rotated will cause it to be reset to its default rotation, rather than retaining its existing rotation.
