Nah, every colony had to respond to the Metropoli in one way or another. The Viceroyalties were created mostly as a system of administration to handle an empire of unprecedented size, but it was still just a local subdivision of colonial administration.
It could be okay to suggest latin american “civs”, but most I see is based on late 18th to 19th century. Best example: an age2 “halbardier” that is actually a 19th century unit. Wtf? If you want a larger audience to be interested in this stuff, it might be a good idea to suggest things that are relevant to the whole timeframe.
So I’ve got a musician working on the civ theme, and I contacted one of those people who draws for those military miniature books whom I met in the Argentine videogame expo and at least on that front I’m in pretty good shape.
I’m porting the WoL Argentine bset and the models honestly translate pretty well to DE, textures were so unnecessarily detailed they make the transition almost seamlessly.

Designwise, the Homecity is giving me issues, finding info about Argentine regional history proved to be a tad bit harder than anticipated, but on paper the federal Age up style fits perfectly.

Esta es solo mi opinión, pero si solo es la parte estética, quizás te convenga utilizar alguna de manera provisoria y luego cambiarla por una personalizada. Quizás la metrópoli revolucionaria estándar o alguna de las de la campaña.
