Besides which Vandals are a much better answer because they get to actually have something different like a focus on demo ships and access to cameos despite possibly having Northern European buildings due to their possibly Norse area origins

Because some factions have more than one unique unit.
Some, not all. Austrians should be perfectly fine with the Landsknecht and some bonuses to cavalry.
Is there a particular type of swordsman that Venetians are particularly known for? One that could reasonably have the (extremely generic) name “Venetian Swordsman”?

Just give Italians the Galleass as a unique Galley upgrade and they’ll cover Venetians perfectly IMHO.

I guess I understand giving the gallowglass to the Scots over the Irish, its just they are very close to the Irish as well, even with the Scots your talking about the Highlands people of scotland who used them and they were more closer to Ireland, like the Gaelic part of Scotland not the Lowlands of Scotland if that makes sense, It will cause some headaches for some.
Even the artwork for the gallowglass for age of empires 4 is actually what a Irish Gallowglass would of looked like and just given to the Scots,

Ok, but then they’d have three unique units, which is pretty excessive, especially for a European civs. I think only Gurjaras have that many.
