Some explorers on all civs, locked from a previous event (not dlc). Will those ever be unlocked again?

We all hope to get a " past event " event, to pick up what we missed 
I thought the explorer DLC included some from past events? I figured we were just waiting for the rest to get bundled into future cosmetic dlc’s.
