When at 99 vills, a newly constructed tc doesnt spawn the 6 bisons after sending the Louisana Purchase card. After deleting one vill, the bisons spawn.

Here’s the steps to reproduce the issue:

  1. get 99 vills
  2. send virginia purchase
  3. Construct tc (bisons wont spawn)
