Drop Off button doesn’t appear for group of selected villagers if 1 villager has no resources.

REPRODUCTION STEPS
List CLEAR and DETAILED STEPS we can take to reproduce the issue ourselves… Be descriptive!
Here’s the steps to reproduce the issue:
- Select multiple vills that have res on them, and 1 vill that has none
- Notice the button to “Drop Off” isn’t present in the bottom left actions pane.
EXPECTED RESULT
What was SUPPOSED to happen if the bug you encountered were not present?
The button should show as long as 1 vill has resources to drop off, or just always show.
