Massive lag (game blocking for long seconds). Desynchro?

I have a the blue clock in game (not yellow neither red) but still Im terribly lagging and other players doesn’t seem to lag. It’s a kind of different lag than when a players has a yellow or red clock (which makes the game slower and laggy). Me I have my game literrally stopping for like 10 sec sometime more, it looks like a desynchro or something.

The color of the clock refers to in game performance, but you can still have stuttering/lag for other reasons e.g a problem with your connection. Do you often have this issue?
