MaxRunVelocity numerical problem of ypHandMortar

MaxRunVelocity is 2 points higher than MaxVelocity
But Chinese’s Hand Mortar
MaxRunVelocity is 1 point higher than MaxVelocity
Will this make Hand Mortar slower to catch up with the troops

Nope, MaxRunVelocity actually only affects the running animation, not speed.
Still, this is probably an error.
