Mexican-Texas bug?

When revolt into Texas using Mexican,U can produce cannons in factory if U have sent a card in Industrail age,but when Texas factory card is sent,the cannon are no longer available in factory,is it a bug or what?

Hard to tell if it’s an oversight or intended balancing. Texas is assigned the same Factory card that Baja California uses, which comes with additional effects to allow the Factory to be built an age earlier but disables Heavy Cannon production.

If it is designed for balancing,it makes no sense.Players can sent all 2 factory cards in Industrial age,allowing them to produce Heavy Cannon after Revolt into Texas,or simply not to send the Texas factory card.

Yeah, this just seems like a bug. Heavy cannonc should be able in industrial age.

So, why USA can send a 3rd factory if one gets destroyed? They get this card by age 3 plus the other 2 factory cards in age 4.
