Mexico spawns with a tavern when they should have a saloon

Here’s the steps to reproduce the issue:

  1. Play as Mexico
  2. Chose Indonesia as the map
  3. Observe that it’s a tavern

:play_button: EXPECTED RESULT

Mexico should spawn with a Saloon instead of a Tavern, as the civ has the saloon
