Missing Custom Scenario game mode in Skirmish

Here’s the steps to reproduce the issue:

1. Open AOE II : RoR
2. Open Skirmish
3. Click on Game Mode box
4. There isn’t a Custom Scenario game mode

EXPECTED RESULT

There should be a Custom Scenario option
