Since the game is not coming to Steam and Xbox doesn’t have a workshop feature currently, how will mods and other community made content be handled? Will there be a central hub to share and download etc.?
I do not think that’s possible. At least for the moment. In the future it is possible that Age of Empires DE includes its own WorkShop system
