But the mods area regularly requires you to sign in again https://www.ageofempires.com/mods/
Is this just an issue for me (did I accidentally block some of the cookies?) or do other people experience this as well?

I also get logged out too quickly.
It’s a difference in how the logins work. With the forums, once you’ve logged on with Xbox Live the forums then just keep track of the your logged in status. With the mods it’s checking your Xbox Live authentication repeatedly so prompts for login when that expires. I’ll check if there’s a way to extend that or auto-refresh the login.
