My Imperium Romanum campaign isn't unlocking the next mission

Issue:

 So when I play the campaign "Imperium Romanum", I cannot get the game to acknowledge me beating it. I've beaten the mission with and without cheats. I'll see the victory screen pop up, but the statistics screen doesn't have the after mission summary. It's blank. I go back into the campaign and only have the Battle of Actium. Before I would crash the game simply trying to load The Battle of Actium. It still crashes sometimes.

Reproduction Steps:

Here’s how to reproduce the problem:

  1. launch game normally
  2. play the Imperium Romanum campaign
  3. Play/beat The Battle of Actium
