New german cards don't send Uhlans

All german cards after Age I send uhlans, but not the new cards.

:point_down: What was SUPPOSED to happen if the bug you encountered were not present?

The new cards must respect the german civ bonus and must send Uhlans, especially this tech cards:
-Scharnhorst Reform
-Mercenary camp
-Prince-Electors

And native shipments, like the 9 mounted Habsburg allies, should deliver additional uhlans or more units.

Like we discussed in another thread: to avoid these common omissions (Indian Villagers, German Uhlans, Tribal Marketplace counting for Royal House techs), better off to use more long-term paradigmatic solutions, less individual special cases.
