According to this https://www.reddit.com/r/aoe2/comments/fs7f89/having_ui_issues_with_the_new_patch_missing_icons/ your UI mods may cause UI glitches and you should disable them while the modders update them.

Anyone figure out what/which mod is causing all the red to disappear so that the text doesnt have a background? Not in game, just in the various settings menus, ranked queue, settings, etc…
For me, it was the Unique Unit Emblem mod. I unsubscribed from it, restarted Steam, and the issue went away.
