I didn’t get this issue, I could revolt into Canada from english and french civ with a POST-Industrial starting age, like you seem to do here.
I just retry with Portugese, no issue either. ( treaty or standard mode)

Is there a specific setup you have here to make it reproduce each time ? Could be valuable for devs.

Death-Match setup disables Age V and Revolution.
